Loca is telling the truth, I have lived here as well.
The City of Garland does not care about the condition as there been many complaints. Going to the city will get you no where. If you been scammed, file a complaint thru BBB, as the City of Garland does not enforce housing codes. There are many sex offenders living here (do your own search) and this is another issue and sign that the City of Garland don't care as they are a block away from the High School.
They do not spray for bugs, and in a apartment complex, you never get rid of the bugs and rats just spraying your own unit. There are also wasps hives in the attic and walls of these apartments. Even Walter, the land lord has been attacked when trying to put new bulbs in the light.
On May 29, 2015 these apartments were flooded. There been a few death here(do your own search), even in one apartment where the body decayed that the rot soak the floor. At the time I moved out, that floor wasn't replaced. If you do ever live here, be best buds with Martha, the wife, she calls the shots.

The city really need to do a major inspection on this place. It is falling apart and is infested with mold and roaches and other rodents. And if someone. Calls the city and complains that person gets evicted. I live here and I can't afford to get evicted for complaining.
