They try to save money any way possible, which includes using the wrong ink or paper even when the distributor, such as Transform Group, Excel, Fiserv and many more are none the wiser. The distributor needs to compare some of their products and they will see the safety paper is printed there and not REAL safety paper. The UV ink, in many cases anyway, is NOT UV ink. The old thermochromic ink used is not good quality, but only withstands 50 rubs and going through a hot laser printer takes much of that away. MANY other poor quality things going on in production at this plant. The graphic arts supervisor doesn't know the difference in file types. When your job gets printed wrong, their FIRST response is that your file was wrong! Many rerun jobs because supervisor continually printed out RGB files for the offset presses. Wrong place to have ANY four color process job printed..no matter how cheap they are!
